The list includes information the largest number of the Korean War abductees (126,325) and it is the only
list that makes distinction between forceful and voluntary conscription. It says it was written in 1951,

not in 1952, but it seems to be miswritten.

[해설]

당시 대한민국 내무부가 전국에 걸쳐 총 12만6325명의 납북자의 성명, 출생지, 연령, 납치된 장소와 날짜를 조사한 명부를 작성했음을 기록하고 있는 문건이다. 이 명부에는 납북자 3만6472명, 북한군이나 청년대에 강제 징용된 자 7만3613명, 그리고 자진하여 북한군에 가담한 것으로 추정되는 1만6240명 등 세 부류로 구분해서 집계한 것으로 보인다.

앞서 소개한 정부 행정문서 중 국무회의록에서 소개한 납북자 수와 이 자료에 제시된 수가 동일함을 확인할 수 있다. 여기에 1951년으로 되어 있는 것은 1952년의 오기(誤記)로 판단된다.
