On the 21st, Foreign Minister Cho again released a statement demanding the immediate repatriation by the North Korean Puppet Clique of abducted South Korean civilians. Regarding the list of 337 abducted civilians sent from the North Korean side, Foreign Minister Cho pointed to the fact that this was admitting the crime and appealed to the International Committee of the Red Cross and the UN, saying they were responsible for taking necessary measures.

The key points of the statement are as follows: According to the provisions of the Korean War Armistice Agreement in 1953, the Communist Puppets assented in a dignified manner to repatriating these 337 and the other abducted civilians. Since not a one of these abducted civilians has been repatriated, we appeal to the conscience of the International Committee of the Red Cross and the free world to take the necessary measures regarding such a crime against humanity.

In 1954, registrations were accepted for a period of time in the Republic of Korea for those who had defected from North Korea and who (now) wanted to return to the North. Approximately 40 people signed up, and as part of the Armistice Agreement concluded through the UN, they were repatriated to the North.
Regarding the Communists Puppets detaining 337 civilian abductees, that puppet regime, which controls its communications and other relations with the Republic of Korea, holds tens of thousands more and is waiting for a time to use them as bait. As such, the South Korean government has no choice but to be cautious about this plot.
